Government Moves Ahead with Chardham Netala Bypass Despite SC Panel Objection

In July 2020, a special committee appointed by the Supreme Court evaluated a proposal for an 8.7-kilometer bypass road between Hina and Tekhla on NH-34 in Uttarkashi district. This bypass, known as the Netala bypass, is part of the larger Chardham project aimed at improving road connectivity to important pilgrimage sites in the region. However, the committee rejected the proposal due to its negative environmental and social impacts.


The committee report highlighted several key concerns. Firstly, constructing the bypass would involve cutting down 2,751 trees and diverting 17.5 hectares of forest land. Additionally, 5.4 hectares of land would need to be acquired from Siror village, which would disrupt the lives of the local villagers. Moreover, the committee noted that the existing road, despite being prone to landslides, could be repaired and stabilized, thus avoiding the need for a new bypass. Local villagers, district officials, and the area Member of Legislative Assembly (MLA) were also against the bypass.


Despite the committee rejection, the Border Roads Organisation (BRO) has decided to proceed with the Netala bypass. They have approached the environment ministry to obtain forest clearance for the project, arguing that the current road has Active landslide sites that pose a danger to travelers. The BRO believes that the bypass would provide a safer and more reliable route.

In summary, while the original bypass proposal was rejected due to environmental and social concerns, the BRO is still pushing forward with the project, citing safety issues with the existing road. They are seeking approval to move forward despite the committees recommendations and the opposition from local stakeholders.
